Peking, February 20, 1911. WITH reference to my telegram No. 52 of the 18th instant, it is said that the Chinese reply to the Russian note will be delivered to-day, and according to a report current here its terras have been telegraphed to the Chinese Ministers in Washington and London respectively to be communicated to the United States and British Governments.

Peking, February 20, 1911. WITH reference to my immediately preceding telegram, my Russian colleague does not think matters will be advanced by the Chinese Government's reply, though he has no doubt that it will assent in full to his demands. The Russian noto was drafted in St. Petersburgh and M. Korostovetz does not think it will be difficult to answer. What is required according to him is that the provisions of the 1881 treaty, especially articles 10, 12, and 13, should be enforced in practice, and this his Excellency considers cannot be secured without guarantees. The Russian note asked in general terms for the reaffirmation of the principles of the treaty instead of demanding satisfaction for concrete violations of its provisions.
